Abstract

Terrorism is a rational political and military strategy, aimed at obtaining political achievements through the use of armed force. However, it is a strategy that, as a rule, is doomed to failure, because of its limitations. Because of this, it is necessary to question the relationship (which is intended to be intimate) between the real threat constituted by terrorism and the predominantly security-oriented counterterrorism strategies put into practice by the states. These strategies are dubiously effective and inefficient, and can only be explained by spurious political reasons, not by actual penal objectives. Thus, an alternative counterterrorist strategy is not only possible, but would also be more effective (and morally more justifiable).
