Advances, paralysis and setbacks in the process of regulating the use of cannabis in Mexico and the pending reform

Abstract

Addressing the issue of cannabis regulation was practically a taboo that very few legislators dared to mention for fear of political cost and those who proposed reform proposals were often singled out to irresponsibly promote the use of marijuana. It was not until the legal protection that Graciela’s parents promoted to allow her daughter to consume a drug that was made from marijuana that the discussion about the use and consumption of cannabis has become a topic of discussion in the public agenda. This is how the present article makes a generalized review of the advances that have been developed in the political discussion of the legalization of marijuana.
